Advanced allocation logicLabor and budget are allocated separately. Labor scores combine priority, urgency and workload, then respect each workstream's remaining-hour need and maximum people cap. Budget uses the same strategic score but cannot exceed the workstream's requested budget. Unused resources remain visible rather than being forced into low-value work.

Scope
Allocation is a planning recommendation, not a staffing command
This tool assumes labor hours are reasonably transferable across workstreams and that the entered priority, urgency and workload inputs are comparable. It does not automatically account for specialized skills, named-person dependencies, critical-path sequencing, legal staffing requirements, indivisible assignments, ramp-up time, context switching or work that cannot be parallelized. People-equivalent results are fractional capacity recommendations, not necessarily whole-person assignments.
