Scales: Quality and service use 1 = weak, 10 = excellent. Risk uses 1 = low risk, 10 = high risk. Price is scored automatically relative to the lowest non-zero quote.
Weighted scorePrice score = lowest valid price ÷ vendor price × 10. Risk is inverted so lower risk scores higher. The four weights are normalized automatically, so they do not need to total exactly 100.

TCO adjustment: Add estimated freight, implementation, maintenance, switching or lifecycle cost as a percentage of the quote. Negative values can represent credible lifecycle savings. Confidence discounts the final weighted score when the vendor data is less reliable.
Advanced rankingAdjusted price = quote × (1 + TCO adjustment). Price is scored against the lowest positive adjusted cost. Quality and service are direct 1–10 scores. Risk is inverted. The raw weighted score is multiplied by confidence. Threshold failures can either disqualify a vendor or simply flag it.

A scorecard supports judgment; it does not replace due diligence
This tool ranks vendors from the assumptions entered. Scores can be misleading if evaluation scales are inconsistent, risk assessments are subjective, quotes cover different scopes, lifecycle costs are incomplete, or mandatory commercial and technical requirements are missing. Before award, validate specifications, exclusions, references, financial condition, insurance, legal terms, cybersecurity, compliance, implementation capacity and any other requirements relevant to the purchase.
